You are reading the sentence incorrectly. The sentence states that Menlo university’s graduate programs have been developed to fulfil your needs in two ways:

1) (to fulfill your needs) irrespective of whether you intend to pursue a career in industry, business, government, NGOs OR academia (This ‘or’ is just for this list of items and has got nothing to do with the overall sentence)

2) (to fulfill your needs) irrespective of whatever is your background

The ‘AND’ is to separate these two items and is perfectly correct.
